Problems: SEJONG and HOBART26 are noisy.
          YARRA12M small breaks at ~02:42 and ~11:07 UTC.
          Missing S-band channels at HOBART26, MATERA, SEJONG and ZELENCHK.
          HO-ZC has only 2 S-band channels (S1, S2) and 14.3 nsec ambiguities.
          KV-ZC has only 1 S-band channel (S1) and is deselected. 
          HOBART26 has no data for ~7 hours, 03:33 - 10:33 UTC.
          MATERA no data last ~8.4 hours, elevation encoder problem. 

Parameterization comments: None. 

Other comments: Refringed version; corrected S-band subambiguities at SEJONG 
          and ZELENCHK. 
          No data from NYALE13S.
