Reprocessed to add Onsala and Katherine.
Problems: Westford's cable cal looks bad and causes the solution
to blow up.
Parameterization comments: Cable cals not applied at Westford (bad)
and at Fortleza and Kokee (both manual Pcals).
Hobart has a small clock break of ~3.06 nsec at ~02:30 UTC.
Katherine's clock shows large variability; used 10/40 constraint.
Other comments: NyAlesund did not observe to repair a warm receiver.
