Change file for i13181

The schedules i13167 and i13174 did not produce usable UT1 
data. This update is intended to improve on this situation
(regular scheduler is on vacation).

Please send an e-mail to ivscc@ivscc.gsfc.nasa.gov listing
the new starting source for your station and confirming the
receipt of the new schedule.
