Change File for R4349.skd

Matera encountered problems drudging r4349.skd.  Upon investigation it turns
out that the schedule file had frequency and LO information for YEBES, which 
was not in the schedule. I have removed this information.  This is the only 
change I have made. With this change we have been able to succesfully drudg 
it at GSFC.
